Flood is the coverage gap that catches Houston homeowners
Standard homeowners and renters policies exclude flood. A Houston Chronicle analysis of the more than 204,000 homes and apartment buildings damaged in Harris County by Hurricane Harvey found almost three quarters of them outside the federally regulated 100-year flood plain. FEMA released new draft flood maps for Harris County and Houston in February 2026, built on post-Harvey Atlas 14 rainfall data that reflects more than a 30 percent increase in rainfall rates over the 2007 maps, and the Harris County Flood Control District has said finalizing them will take another year or two. Texas policies include Personal Injury Protection unless you reject it in writing, and carriers must offer Uninsured and Underinsured Motorist coverage, which is also rejectable in writing. Most Houston addresses fall outside that catastrophe area, so wind and hail stay on the standard homeowners policy.
