Quick Answer
Is boat insurance required in Pennsylvania? Not by state law. Marinas and lenders are the ones who require it, and the Pennsylvania Fish and Boat Commission requires registration for every motorized boat. Call 717-229-5115 for a quote built around what your marina asks for.

Pittsburgh's rivers are a freight highway first, and that shapes how we quote a recreational boat here.
Each coverage below lines up with something that happens on Pittsburgh water.
Liability
A towboat pushing a string of barges cannot stop or turn on short notice. If your boat causes a collision or a wake injury, liability pays the other party, and we quote limits above your marina's minimum on request.
Hull: agreed value or actual cash value
Agreed value fixes the total-loss payout before anything happens. Actual cash value costs less but deducts depreciation. For a cruiser that ties up against lock walls and river docks, we show both prices together.
Uninsured boater
Nobody on the river is legally required to carry boat insurance in Pennsylvania. If an uninsured operator injures you or your passengers, this coverage typically steps in for them.
Towing and on-water assistance
A dead engine in a navigation pool does not stay put. This add-on pays for the tow to a ramp or marina plus fuel delivery or a jump start, so a breakdown ends with a ride home.
Fuel spill liability
Spill fuel into a commercial waterway and the cleanup bill is yours. This coverage pays it, which matters at riverside fuel docks where most refueling happens.
Trailer
Protects the trailer from theft and damage on the road north to Lake Arthur or parked at a river launch lot. We write it on the boat policy so one deductible covers the rig.

Answers for boaters on the Allegheny, Monongahela, Ohio, and Lake Arthur.
No Pennsylvania law makes you carry boat insurance on the Allegheny, Monongahela, or Ohio. The requirement shows up in contracts instead: river marinas commonly ask for proof of liability before they rent a slip, and a boat loan will require hull coverage. Separately, the Pennsylvania Fish and Boat Commission requires every motorized boat to be registered. Call 717-229-5115 and we place a policy that satisfies the marina and the lender in one step.
Progressive reports that its average Pennsylvania boat policy cost $315.91 a year for one watercraft from December 2024 through November 2025, with liability-only policies starting as low as $100 a year. A Pittsburgh cruiser on agreed value will price differently than a small fishing boat, since value, motor, storage, and operator history all count. We quote Progressive, Liberty Mutual (formerly Safeco), National General, and Foremost against each other so you see your own number, not an average.
Hull coverage generally pays for sudden, accidental damage to your boat, such as striking a lock wall, minus your deductible. If your boat damages another vessel or injures someone in the chamber, that falls under liability. We confirm both coverages and your deductible before you bind, so a scrape in a lock is a claim, not a surprise.
Pennsylvania DCNR caps motors on Lake Arthur at 20 horsepower or 15 kWh. Motorboats there must display a registration from any state, and unpowered boats need a registration, a state park launch or mooring permit, or a Fish and Boat Commission launch permit. If you keep a small lake boat alongside a river boat, we can quote both on one call and add trailer coverage for the drive.
Get your anchor down and call for help right away, because current keeps moving a drifting boat. On-water towing and assistance coverage pays for the tow back to a ramp or marina and for help like a jump start or fuel delivery. It is an optional add-on, so ask us to include it when we quote your Pittsburgh boat.
You do if you were born on or after January 1, 1982 and operate a motorboat over 25 horsepower. Every personal watercraft operator needs the Pennsylvania Boating Safety Education Certificate regardless of age. When we quote your policy, we list each person who will operate the boat, because carriers price coverage on its operators.
23 locks and dams, 328 miles of navigable waterways, 140 million tons of commodities a year.
20 hp / 15 kWh motor limit on Lake Arthur and launch permit rules.
Registration for motorized boats, launch permits for unpowered boats, two-year validity.
Boating Safety Education Certificate rules for motorboats over 25 hp and all PWC operators.
