Lexington and Fayette County merged in 1974 into a single consolidated Lexington-Fayette Urban County Government, so the city and the county are the same jurisdiction. That is unusual, and it is one reason Lexington traffic behaves differently from a comparable metro: there is one road authority and, more importantly, very little freeway.
New Circle Road, KY-4, is the inner beltway and the most congested route in the city, largely because there is no parallel highway to take the overflow. The I-75 and I-64 split near Exit 113 is a known chaotic merge, and University of Kentucky football Saturdays reliably back up the corridor between Exits 104 and 115. Weekday pressure lands roughly 7:30 to 9:00 in the morning and 4:30 to 6:30 in the evening.
The consequences show up in the crash data. Fayette County recorded 14,191 traffic collisions and 52 fatalities in 2023, the highest fatality count since 2011. Carriers do not rate New Circle Road by name, but they do rate annual mileage, commute distance, and garaging ZIP code, and a daily beltway commute pushes all three in the same direction.
The east side around Hamburg, 40509, is one of Lexington's fastest-growing ZIP codes, and growth areas tend to see rating changes sooner than settled ones. If your address is there and your policy has renewed on autopilot for a few years, that is a good reason to have it re-run.
