Philadelphia, PA
The Delaware at Philadelphia rises and falls with the tide, carries big commercial ships, and puts New Jersey a short run across the channel. Dragon Insurance compares Progressive, Liberty Mutual, National General, and Foremost in one call and writes your navigation area to match where you actually boat, from the city ramps to the bay.

Quick Answer
Is boat insurance required in Pennsylvania? No, there is no state mandate, but marinas and lenders routinely require it, and every motorized boat must be registered with the Pennsylvania Fish and Boat Commission. Call 717-229-5115 to get a quote that meets your marina's terms.

Philadelphia boaters share a tidal river with commercial shipping, and three risks follow from that.
Every line below answers a risk Philadelphia boaters meet on the water.
Liability
Near the shipping lane, a misjudged wake or crossing can injure people on another boat. Liability pays their claim, and we can quote a limit above what your marina lists if you carry guests often.
Hull: agreed value or actual cash value
Agreed value settles a total loss at the figure set when you buy. Actual cash value pays what the boat is worth after depreciation. Against river walls, piers, and ship wakes, we show the price gap so you decide.
Uninsured boater
Pennsylvania does not require boat insurance, and the other boat may be uninsured. This coverage typically pays for injuries to you and your passengers when that operator cannot.
Towing and on-water assistance
Lose power while the tide runs against you and the river decides where you drift. This add-on pays for the tow to a ramp or marina and roadside-style help on the water.
Fuel spill liability
The tidal Delaware is lined with ports and industry, and a fuel spill there is costly to clean up. This coverage pays the cleanup bill you would otherwise owe.
Trailer
Covers the trailer against theft and damage at a city launch lot or on the highway to the shore. Written on the boat policy, so one claim handles the boat and the trailer.
Declare your navigation area. Tell us if you cross to New Jersey, run down to Delaware Bay, or trailer to the shore. We quote a policy whose territory covers those waters, so the place a loss happens falls inside your coverage.

What Delaware River boaters ask before they insure.
Pennsylvania has no law requiring boat insurance, on the Delaware or anywhere else. In practice, a Philadelphia-area marina will usually want proof of liability coverage for a slip, and a lender will require hull coverage until the loan is paid off. The Pennsylvania Fish and Boat Commission does require registration for every motorized boat. Call 717-229-5115 and we quote coverage that satisfies the marina and the bank together.
As a statewide benchmark, Progressive says its average Pennsylvania boat policy ran $315.91 a year for a single watercraft between December 2024 and November 2025, and its liability-only coverage can start as low as $100 a year. A boat that runs the tidal Delaware or heads for the bay may price differently than a lake boat, because navigation area, value, and motor size all affect the premium. We compare Progressive, Liberty Mutual (formerly Safeco), National General, and Foremost so you see your real number.
It depends on the navigation area written into your policy. The Delaware is an interstate river along its entire length, and a boat leaving a Philadelphia ramp can cross into New Jersey waters within minutes. New Jersey also sets its own boating rules for operators on its waters. Tell us where you actually run when you call, and we quote a policy whose navigation area covers both sides of the river.
Only if your navigation area includes those waters. Some boat policies are written for inland lakes and rivers and limit or exclude bay and coastal use, so a trip past the tidal river into Delaware Bay may fall outside coverage. Name every body of water you plan to visit when we quote, and we place a policy whose territory matches your season.
Hull coverage typically pays for sudden damage to your boat, including a hard hit from a large wake, minus your deductible. Your carrier may then pursue the vessel that caused it. The Pennsylvania Fish and Boat Commission warns that ships and the tugboats escorting them throw large wakes on the tidal Delaware, so we suggest agreed value hull coverage on any boat you could not easily replace.
The Frankford Boat Launch on the Delaware River in Philadelphia County is one public option, and the Pennsylvania Fish and Boat Commission funded dock improvements there in 2025. Unpowered boats need a registration or a PFBC launch permit at PFBC and DCNR accesses, and motorized boats need a Pennsylvania registration. Add trailer coverage when you quote, so the rig is covered in the launch lot too.
Yes, if you were born on or after January 1, 1982 and run a motorboat over 25 horsepower in Pennsylvania. Every personal watercraft operator also needs the Boating Safety Education Certificate, at any age. When we quote, we list each person who will operate the boat, since carriers price the policy on its operators.

Ship traffic and wakes, flow reversing four times daily, river walls and piers as obstacles.
